General, a. ‘This Annex supplements Annex C to CJTF SEVTN CpPlan 3-53, the provisions of which are applicable to all ships and units of this eommend. 2. Area of Operations. a. ENTWETOK and BIKINI Atolls are part of the Trust Territory of the Pacific Islands, placed under the United States as the administering authority by the Security Council of the United Nations. They are, therefore, subject to the full powers of administration, legislation and jurisdiction of the United States, The trusteeship agreement for the Trust Teryitory permits the United States to close any of the areas for security reasons, be. On 2 December 1947, by notification to the United Nations, the United States closed the arca of the entire ENIVETOK Atoll and the territorial waters adjacent thereto. On 13 December 1948, the State Department coneurred in the establishment for an indefinite period of a Danger Zone around ENIVJETOK Atoll. ce, On 1 April 1953, BIKINI Atoll and the adjacent waters thereto, was also closed by notification to the United Nations, On 2 April 1953 the United States expanded the "NIMFTCK Danger Area to include BIKINI Atoll. Danger Area notices were published in air and marine navigational notices and in the press, The State Department notified all forcign governncnts concerning this expansion, ad.
