INTELLIGENCE:a

Summary of Situation:

(Subject to contimal revision),

(1)

The world political situation as of 15 June 1954
shows a general picture of widespread political unrest.

(2)

Strictly speaking, the world is at peace but it is
actually in an indefinable state imown as "cold war"
in which the forces of the East (Communists) are lined

up against those of the West (Anti-Communists) and

oppose gach other openly by every means short of a
declaration of war. In maintaining this state of cold

war the scientific discovery and application of atomic
energy has played an important part in restraining the

potential enemy. The fear of the destructive force of
atomic weapons has undoubtedly proved a deterrent to
the aggressive attitude of any enomy government.

They

are striving by every possible means to increase their
technical knowledge and application of atomic energy
and thereby increase their potential military force.

It moy be expected that the enemy will make a determined

and continuing effort to gain knowledge of all atomic
experiments and to interfere with them by every means

possible, short of operations which would precipitate
hostilities.

Enemy capabilities:

The capabilities listed below make it

possible for the enemy (considered herein as the Soviets) to take the

following action against the operntional area:

(1)

Submarine reconnaissance.

(2)

Air reconnaissance.

(3)

Ground reconnaissance or sabotage by landing parties
from submorino.

(4)

Raids from submarine or surfece shipse

(5)

Raids by aircraft.

ce Conclusions: Capability (1) is considered the most likely
to occur under conlitions existing today. Capability (2) is a possibility
