appoint a project officer capable of making decisions for his
organization.

Numerous contacts with major headquarters are

necessary to insure ccordination and the project officer must

continually take the initiative and act as a control point until
ali details have been completed.

Operation CASTLE Communications Problems.

A.

Planning Phase.
In communications planning for Operation CASTLE it was

possible to use as a starting point the major communications deficiencies experienced during Operation IVY.
1.

These included:

Lack of a properly planned, permanently located joint

relay center.
2.

Duplication of cryptographic facilities,

3.

Excessively long message processing times,

4.

Inadequate telephone exchange and outside cable plant

facilities on Eniwetok Island.
5.

Insufficient number of skilled, experienced personnel.

6.

Severe radio interference on the command ship,

In all previous operations, the relay center had been moved
from Eniwetok Island to Parry Isiand when the Task Force Headquarters was established in the forward area,

This transfer of

control of all administrative circuits from Eniwetok to Parry
