Total Estimated Additional Costs

Dole.

General deSaussure pointed out that savings in transportation costs
(originally estimated at $85,000 for one-way commerical tow) would tend
to off-set these additive costs.
This does not consider any change in the scope of the cleanup, which at
this time has not been defined sufficiently to warrant changing that portion
of the estimate dealing with actual cleanupeffort.
Review of costs and obligations to date|

indicates that H&N manpower must be held at present 15 through March

with 8 people added following arrival of LST O/A April 1.

(3 Equipment

Operators, 3 Truck Drivers, 2 Kitchen)

The General stated that two basic cases could be assumed: Case A - firm

through June 30 and Case B - unlimited dollars available.

It was agreed that Case A was "real world". The General further stated
that priorities were: barge from Eniwetok; additional equipment from JA

(2 dozers, 2 dumptrucks, 1 20-ton crane, 1 jeep) on Transcolumbia ~

ETA 3/10; LST with balance of equipment/supplies O/A April 1; additional
personnel - welders/cutters, equipment operators, EOD on call. It was
his opinion that military personnel would have to be brought in to get the
job done and stay within fiscal limitations - say army engineers (15 or so)
who could do anything. He was extremely critical of H&N's failure to
develop detailed plan for cleanup and felt that H&N was not providing the
proper staffing to Col. Rawlings. He emphasized the need for getting
the big things done first, like knocking down towers on Enyu and Bikini
and getting over to Bikini to cut a road along the axis of the island and
3 roads across the island to quarter it..

W. Bonnet asked that the role of H&N be clearly defined by JTF 8.

He expects H&N's representative to act as Base Engineer
for the Commander, 8.8, i.e., to develop the plan of work
and to execute.

b.

Enyu and Bikini to be cleared of major obstructions - towers,
elevated tanks, scrap iron, concrete rubble - by April 30.
All bunkers to remain plus any usable wooden structures.

c.

H&N strength to hold at 15.
