A meeting was held in the CTG 7.1 conference room at 0900 hours today
to discuss the operational procedures desirable for shot UMBRELLA,
Some basic decisions were made and they are as follows:

(1) Mr. Walter Gibbins will have overall operational control for 7.le
CAPT Mendenhall, USN, of TU-3, will be in effect a 7.1 representative
aboard the USS MONTICELLO, He will, in general, organize and super=
vise the operations under the direction of the CTG 7.1 and staff
located aboard the USS BOXER. CAPT Mendenhall will have working
with him on a co-eqnal basis CAPT Dancy of TG 7.3.
(2)
It was agreed that the basic structure should commence operation
at least 2 days prior to the shot time and continue until the end
of recovery operations.
(3)
Priority to array recovery will be given to projects within programs
1 and 2 which have a definite requirement for early recovery
operations, All other program 1 and 2 recovery operations and all
recovery operations of program 3 will be deferred until Task Group

(4) Initial Rad-Safe aurvey will be by liason type aircraft in the
area not later than H+30 minutes to Ht+tl hour.

Telemetering instruments aboard the target ships will send radio-

(6) Rad-Safe will use the KLEENEX net (approximately 4 sets).

Decontamination facilities on D-day and early recovery activities
