um ap ee -~ The Pacific Cratering Experiments (PACE) are a series of high- explosive tests planned for Enivetok. These tests are funded by the Defense Nuclear Agency and willbe. canducted by the Air Force Weapons Laboratory. The tests are expected to start — shortly..PACE tests, as tentatively planned, will be comsleted by CY 1974. PACE will require the exclusive use of Sites FRED TRENE, JANET, SALLY, TILDA, URSULA, PEARL, RUBY, and YVONNE. -- The Artificial Upwelling Program is a Devartment of Commerceé~ funded study to be conducted at Enivetok by Scripps Institution of Oceansgrashy. Under this study, drill holes wlll te made in the nuclear craters Cactus and LaCrosse on Site YVONHE to test the fertilizing effect of deep nutrient-rich sea water on marine organisms and to assess the merits of a drill nole for acquisition of that water. This stucy is proposed to start in 1972 and continue for 6 to & years. here are no foreseeable DOD requirements beyond CY 19S Subsequent to completion of the PACS tests and Project HAVE COFFEE, the return of the entire atoll appears feasible, subject to retention of some resicual rights. Prior to that time @ phased vrogram of release, to hasten cleanup and rehadilitetion of some islets, could cegin. Sites Eleer, DAVID, and BRUCE have been identified as the best for this purpose. These sites pre located relatively near Enivetok itself and are suitable in size for habitation.. indefinitely if the moves initiel arra eI ad Agreements are mode with the Micronesians as a part of the overall status sebtienent. oes Since the long-term benefit of these efforts will accrue primarily to the native popuration, it is believed the U.S. should attemsot ts retain use rishts to the minimal land and facilities required on a non DL basis. FPeior to the return of any isiands in the Enivetok Atoll, however, a survey to determine c.reanun ard Pis-ug requirements, Followed oy a rehabiiization program for each isiet, is necessary to permit resettlement. The Defense Nuclear Asency and the Atomic Energy Commission should ensure that adeauate Gecontaminaticn measures huve been accomslished before the former inhabitants are alloyed to return. With the exception of initiating and conducting safety surveys and possible resultant sanibization efforts, and agreement releasing Eniwetok Atoll, ox selected sites thereof, must avoid oblisating Defense for the of eny additianil monetary comcensation - either for past use rights retained. DEPCD financial obligations to the Uselansese adequately fulfilled in the nexotiations perteining to the cur LL . inite use rights.
