Hearing before House Sub-Committees on Dispersal Legislation
On February § Mr. Harry L. Sowzan appeared before the Public Buildings
Comsittee of the House which was taking testimony in a closed hearing concerning
the b1i1 which provides for the dispersal of Federal agencies located in the
City of Washington. ea first made a statement relaiiva to the areas of damsze
to be expected for differont classes of SuaLdingggtron various sixe bombs, sand
then answered specific questions on shelters, matOrials of construction, and the
hasard fro: flying glass.
Briefing Seasicn for Federnl Civil Defense Adsiniatration Personnel
A briefing session wes arranged on February 13 to acquaint FCDA top staff
members with the results of the Nevada testa bearing on civil defense, Governor
Caldweil attended, accompanied by Dr. Norvin ©, Kiefer and John D. Young,
Chairman Dean, Dr. Suayth, ur. Boyer end various aembers of the staff were present.
Representatives of Biology end Medicine and OMA outlined salient information and
previewed the future test procran.
Review of iansag City Shaiter Plans
At the request of the SCRA detsiled plans for s multi-purrose Kansas City
air raid shelter (and underground garage) were avsluctad with respect to the
protection that would be afforded against radiction hazard in event of atomic
becbing. Evaluation of the plans for protection against blast was requested
by FCDA of the Corps of =ngincers,
Conference of State Civil Defense Directors
A member of the Branch attended the February 12 Conference of State Civil
Defense Lirectors called by FCD Adainistretor Caldwell. Mr. E. 8. Ploury,
Disaster Planning Coordinator, was also present,
Loans of instruaents and Radiation Sources
During the aonth arrangesents were made for lean of radiation detection
instruments to Washington State College and of radiation wurces to the State
University of lowa, through the appropriate Operstions Offices, for civil
defense training purposus,
Technical Information Burnished PCDA
Certain correspondence of instrumentstion and health physics specialists
within the Commission regarding civil defense radiological defense problems and
the FODA's monitoring instrument specifications were transmitted te Or. Kiefer,
