SIGRAn ~li- thinking rarely results in accomplishments. Tt has been said that a journey of a thousand miles begins with the first step. The goals of self- and self-sutficiency for Micronesia may be distant. Yet, the Congress with the assistance of the Administering Authority and the United Nations, is resolved to make that journey.
