PROGRAM OF MEDICAL CARE AND TREATMENT AND ENVIRONMENTAL RESEARCH AND
MONITORING FOR ANY INJURY, ILLNESS, OR CONDITION WHICH MAY HAVE BEEN
THE RESULT OF ..." THE U.S. NUCLEAR WEAPONS TESTING PROGRAM, "... FOR
THE PEOPLE OF THE ATOLLS OF BIKINI, ENEWETAK, RONGELAP, AND UTIRIK
AND FOR THEIR DESCENDANTS. "
THE PROGRAM CALLS FOR:
1. AN INTEGRATED, COMPREHENSIVE HEALTH CARE PROGRAM, INCLUDING
PRIMARY, SECONDARY, AND TERTIARY CARE WITH EMPHASIS ON RADIOBIOLOGICAL
EFFECTS;
2.

PERIODIC RADIOLOGICAL SURVEY AND ANALYSIS OF ABOVE FOUR ATOLLS

PLUS ALINGINAE;
3. DOSE ASSESSMENTS AT A MINIMUM OF FIVE-YEAR INTERVALS;
4. AN EDUCATION AND INFORMATION PROGRAM.
THE SECRETARY SHALL CONSULT AND COORDINATE WITH THE HIGH COMMISSIONER,
PRESIDENT OF THE MARSHALL ISLANDS, SECRETARY OF ENERGY, SECRETARY OF
DEFENSE AND NATIONAL ACADEMY OF SCIENCES. FEDERAL AGENCIES SHALL
ASSIST THE SECRETARY OF INTERIOR AS REQUESTED. THE SECRETARY OF
INTERIOR SHALL REPORT ANNUALLY TO THE CONGRESS AND THE PEOPLE OF
THE ABOVE FOUR ATOLLS. THE PROGRAM SHALL BE TERMINATED ONLY WITH
EXPRESS APPROVAL OF CONGRESS.
RE FUTURE PROGRAMS, IT DOES NOT SEEM THAT DISCUSSION KNOWLEDGEABLY
CAN GO BEYOND:
1. DESCRIPTION OF H.R. 3756;
2. STATEMENT THAT IT WOULD BE INAPPROPRIATE AND PREMATURE TO
DISCUSS FURTHER OR TO SPECULATE ON THE OUTCOME OF H.R. 3756;
