The methods of analysis and the source to dose conversion factors needed to derive soil concentration guidelines from radiation protection standards are presented; the health risk studies that provide a basis for the radiation protection standards are discussed; radiological guidelines for remedial action based on the previous discussions are presented; and considerations in applications of the guides are presented. The translation of the ORO-831 guidance into DOE criteria for FUSRAP and Surplus Facility program guidance reflect some changes due to EPA guides. Changes in the Ra-226 guidance reflect the influence of the EPA standards for inactive uranium mill tailings. The limits for transuranics in soil have not been changed to refiect the EPA guidance.
