PRELIMINARY OUTLINE OF AN INTERNATIONAL ATOMIC ENERGY AGENCY
I.

The Objectives of the Agency
The International Atomic Energy Agency shall have the following

objectives:
A.

To encourage world-wide research and development of peaceful

uses of atomic energy, by assuring that scientists and engineers of the
world have sufficient materials for such activities and by fostering
the interchange of information.
B.

To arrange for nuclear materials to meet the needs of agriculture,

medicine and other peaceful activities including the eventual production
of power.
C.

To conduct its activities in such a manner as to prepare for the

time when use of atomic energy for peace becomes the predominant and perhaps the exclusive use of atomic energy.
Ii.

Organization of the International Atomic Energy Agency.
A. The Agency will be created ty and derive its authority under the
or other international arrangement
terms of a treaty among the participating nations. The treaty will define
standards and principles which will govern the Agency in the discharge of
its functions, and will state the obligations of the members of the
Agency.
