Rach trip would require ten to fourteen days absence from the Washington, D, C. area, including five to eight days in the forward area, On the basis of 20 obServer spaces per shot, equally split between DOD and AEC, these six shots would provide 60 observer Spaces for each. 5. An allocation of 60 AEC spaces should be sufficient to allow extension of invitations as appropriate to all of the 1196 individuals listed in Appendix "B", since on the basis of past experience a large number of invitations are expected to be declined. Records of Operation CASTLE show that of approximately 100 Official Observers invited, about one-half made a trip to the PPG, and about half of these or one-fourth of the total actually stayed to see a shot. Undoubtedly the extensive weather delays experienced in CASTLE were largely responsible for the small number who observed @ shot.
