Agreed that: (1) In lieu of earlier recommendations for joint — governmental-private sponsorship of such group discussions (reference memorandum of January 29, 1957), efforts should be made to stimlate such group discussions under private auspices. (2) A gradual, developmental approach should be favored over a dramatic, nationwide approach. (3) (4) The Foreign Policy Association, the American Assembly, and other appropriate organizations should be encouraged to take the lead in the matter.
