Further cosz-urnication by ERDA to the Peosle of Bikini is likely, at this point, only to further confuse the process they must go through of evaluating the risks they face. . In order to facilitate the orderly transmission of substantial bodies of technical information to the People of ‘Bikini in Marshallese, this Court should enjoin ell Defendants except the Department of Interior and the Trust Territory Government from official communication with the People of Bikini except for such communication as has either specific Court approval or the consent of Plaintiffs and their counsel.
