In order to facilitate the orderly transmission of

substantial bodies of technical information to the People of
‘Bikini in Marshallese, this Court should enjoin ell Defendants except the Department of Interior and the Trust Territory
Government from official communication with the People of
Bikini except for such communication as has either specific
Court approval or the consent of Plaintiffs and their counsel.

The Enewet2x Radiological Survey, completed in
1973, at a cost of more than $3,000,000 sets a nininum standard
for the quality of comprehensive radiological survey which must
be performed with regard to Bikini Atoll in order to make it
possible for the Pectle of Bikini to determine wheather they
wish to expose themselves to the risk of radiation at their
