In view of the fact that paragraph b under "Scope of
Study" involves estimates of "national intelligence”,
the Director of Central Intelligence will participate
as appropriate in the preparation of the study.
NOTE:
The above action, as approved by the President,
subsequently transmitted to the Secretaries of
State and Defense, the Chairman, Joint Chiefs of
Staff, and the Director of Central Intelligence.
