I was not unprepared for the spproach taken by the High Coamiasioner
inasmuch es Dr. Consrd had already indicated that the MedicalSurvey
Teen wes wet with real resiatence on srrival and that only gredhelly
over a period of days did all of the original Rongelepese croup
come around for the complete examination. Mr. Tucker also hed some
supporting documents by Mr. Gease the Distad end by Mr. Morris
full-time U. 5. egricultiurist o the stall to show that the arrival
of the LST with 20 odd scientists plus supporting persounmel wes not
only 2a dsruptinsg influence but fostered the following feelinzs:

If we aren't sick why do you come beck each year’?
The U. S. Gov't. is very wealthy and could easily support us in
toto so why should we not let the copra crop rot, and why should
we fish?
Unfortumately the two years at Esit on Majure atoll were very indolent
ones. The Trust Territory Authorities feel they mat rum the show
their way or cease to be responsible for the aituation. Their problex
is a very real one.
Mr. Bucker orged that we work thrauch their Nedical Service ae guch
as possible «né forego all but absolutely necessary ecxanminaticns.
He believes that if given 2-3 years freedon from large ardicel
surveys the people will accept a normal life and have no further
interest in perpetrating the “dole.“ whether he is right or not
X cemnot say, but I think the situation is serious encugh to varrant
our grossly simplifying our studies.
The physical surveys are less of « problem but there seems to be a
tendency by the natives esced on by a few to interpret these visits
em well in a din light--to pump Dr. Held om redtoectivity amd to
misinterpret his comments re contesination. Mr. Bucker hoped once
a year would be sufficient for the University of Washington team.
I told Mr. Wacker I'd confer with
Dr. Wolfe re this paint.
