An anticipated halt in the upward trend of height averages of this Elenent was encountered during March and ws attributed to the " faet that the altitude maxinums of the balloons used were being reached and the fact that the project termination date was approaching. These averages were expected to rise, however, as the origin- ally ordered (but not received) balloons were forthcoming.
