G2neral Lemnitzer directing them, in the light of
increasing costs of the U. 3 defense effort and
the deterrent provided by U. 3. retaliatory canmbility, to negotiete with Presidest Rhee for a
substantial reduction in active FOK forces, with
resultant improvement in the Kcrean economy, in
return for converting the three remaining ROK Air
Force squadrons to jets and mcdernining U. 8.
