Attendance of U.S.S.R. Scientists at U.S. Conference
Mr. Strauss referred to a memorandum from Mr, Hall concerning
the proposal to invite Russian scientists to attend a U.S, Conference on
Scintillation Physics,** He observed that the other Commissioners had
had no objection to the invitation; however, he said that since AEC was
one of the sponsors of the conference he did not believe such an invi‘ation would be desirable,
Mr, Libby said he believed AEC should state that it had no
objection to invitations of this type, but it should not request favorable
consideration of them by the State Department since this might set
seientists apart from other groups on the question of exchange visi’s.
