Foster addresses the advantages of underground testing, the possibilities for developing improved capabilities underground for the future and addresses in a great deal of detail the advantages of the tunnel method of underground testing as opposed to vertical holes. A 4 Nov. TWX from Betts to ALO and the Labs is included in notes from other folders and it addresses in part the decisions of the National Security Council which met on Nov. 2 on the subject of atmospheric testing.
