CHAPTER 12.5 COST ESTIMATE COMPARISONS Two studies have been prepared in connection with cost estimates on this project which point up certain relevant facts. In the first of these studies, estimated costs for each of the various features of work performed at the Eniwetok Froving Ground were compared with the actual costs incurred as collected in the various cost centers established by fiscal procedures. The second study constituted an analysis of the actual costs of major features of construction and a comparison of these costs to estimates of costs of comparable construction at a West Coast location in order to establish an empirical multiplying factor for construction at Eniwetok, The results of these studies are set forth at length hereinbelow.
