Heiner BEST COPY AVAILABLE Acting Attorney General LEASE AGREEMENT - MEDICAL EXAMINATION FACILITY BIKINI ISLAND Dear Mr. Hefner: Ag you may know, we are constructing a Medical Examination Facility in an existing bunker known as Station 6002 on the Island of Bikini. Like the facilities at Rongelap and Utirik, thie facility will be used during the annual medical surveys by Dr. Robert A. Conmard’s medical team to conduct urine exarminations and checkups for the Bikini people. To inform the Bikini people, Dr. Conard explained the purpose of the facility Elaz2cgs to them when he visited Kill in February 1969. Ae in the case of our utilisation of certain areas on Rongelap and Utirik, it would be appreciated if you would make similar arrange- mente with the Bikini landowners permitting the AEC to use the area upon which the facility (Bunker Station 6002) is located. The effective date of the lease agreement should be July 1, 1969, and like the others, be for a period of twenty-five (25) years. It te also suggested that the per annum rental rate be consistent with me those established for Rongelap and Utirik.
