The feasibility of constructing both family and public shelters capable of withstanding

blast overpressures up to 100 psi has been adequately demonstrated at atomic test sites

under the auspices of Fcpa and others.5 The serious problemsrelating to the feasibility

of this tactic are largely in the field of motivation. To date, efforts on the part of rcpa
and other civil defense organizations to motivate the public to build homeshelters have
been met with apathy. Efforts to promote the construction of public undergroundshelters

have likewise been unsuccessful. The effect of a consistent program of public education
along these lines is problematical.
