(a) The Secretary of the Treasury shall ad- oOo minister and enforce the provisions of sections 601 and 603 =] Commonwealth of the Northern Mariana Islands to provide of the Covenant To Establish a Commonwealth of the Northern Mariana Islands in Political Union with the United States of America (Public Law 94-241; 90 Stat. 263, 269), without cost to the government of the Northern Mariana Islands. The administration and enforcement of section 603 shall begin on January 1, 1980, and the administration and enforcement of section 601 shall begin on January 1, 1982. (b) Section 3(d) of the Act entitled “‘An Act to authorize appropriations for certain insular areas of the United States, and for other purposes’ (Public Law 95-348; 92 Stat. 487) is amendedbystriking out “601, 608, or 604” and inserting in lieu thereof “604”. (c) The Secretary of the Treasury shall take such steps as are necessary to ensure that the proceedsof the local territorial income tax are covered into the treasury of the Northern Mariana Islands forthwith.
