Air Force classified traffic was to be routed on-line to USAF
installations at Kwajalein, Hickam AFB, McClellan AFB, Kirtland

AFB, and Washington, D. C.

Addressees at McClellan AFB, Kirtland

AFB, and Washington, D. c. [(aroar-ay} were rcuted via SAC Communications Net (SACCOMNET) facilities.

It was originally agreed that

unclassified Task Force traffic received at Kwajalein would be pro-

cessed at that point into Air Communications Net (AIRCOMNET) facilities, but this was altered to provide traffic analysis protection
for Task Force traffic from Eniwetok to McClellan AFB, California,
This additional security protection through two additional high fre-

quency (HF) links (Kwajalein-Hickam and Hickam—McClellan) was of
considerable benefit with oniy slight USAF equipment additions at
these points.

An alternate facility was prcevided to Kirtland AFB

by installing on-line SIGTOT between Los Alamos and Kirtland AFS,
The Army and the bulk of the Navy traffic from the EniwetokBikini area was processed through the Primary Relay Station (UHP)

at Helemano, T. H.

To insure rapid delivery of important traffic to

USARPAC and CINCPAC and to increase greatly the telecon facilities
between UHP and these points, direct on-line SIGTOT facilities were
established between UHP-USARPAC and UHP-CINCPAC.

Estimated traffic

volume did not justify further westward extension cf the on-line net-

work from UHP.
.

In summary the basic plan was to get all classified traffic

through SECRET to the major addressees on-line.

Traffic for ad-

dressees not within the on-line network was encrypted off-line

prior to transmission,

In addition, to simplify the clearance
