Announcement on Foreign Power Program
Mr. Strauss reported that the State Department had expressed concern

about the problems involved in translating into German that part of the
announcement on the foreign power program which related to transfer of
special nuclear materials to “private persons”.
Mr. Ferguson said he believed the

particular language in question

had been used in the bilateral agreement with West Germany and that the
State Department had not objected when the agreement was negotiated.
Mr. Strauss added that it might be necessary for him to speak to Mr. Hoover
