during his Panama visit, preparation of a brief regarding AEC
missions to Latin America to discuss the development of atomic

power.

Mr. Strauss will speak to Secretary of Defense concerning the
question of routinely announcing future shots.

Analysis of Kurchatov Statement re: Soviet Nuclear Power Program
Mr. Reichardt's analysis was discussed.

Additional Shot at REDWING
The General Manager said a study was being made of the feasibility
of a high altitude shot.

Presidential Citation for Livermore

After the tests at REDWING are completed and analyzed, a Presidential citation for Livermore will be considered.

Joint Director for ANL-MURA Project
Mr. Vance reported on his discussion with the MURA representatives
concerning a joint director and seid he would write the MURA

Chairman about this matter.

9. SpecialIntelligence Report
Mr. Reichardt will brief you concerning National Intelligence
estimates of Sovivt capabilities.

10. OrganizationMatters
The Commissioners had no objection to the General Manager's plans
to appoint Mr. Foster as an Assistant General Manager and assigning Mr. Gardner to his office.

Certain functions of the Division

of International Affairs are to be handled by Mr. Foster's office.
