Mr. Strauss requested that U. S. delegates to the September
Conference on IAEA be instructed to emphasize the AEC's position that observance of health and safety standards should be
required by the statute.

This paper was aleo discussed during

Meeting 1201 on May 24, 1956 and was deferred until reconsideration of 801/15 (now AEC 801/17),
Mr. Hall said he would discuss with Senator Pastore the advisability of attaching a classified annex on fuel enrichment to
future classified, power reactor agreements.
Mr. Libby requested that consideration be given to including in
future agreements a provision for transfer of highly enriched
uranium for engineering test reactors. He specifically
mentioned the need for this provision in the Australian Agreement.
Mr. Strauss requested that the staff raise the question with
the JCAE whether they will consider an amendment to the Act concerning publication of bilateral agreements.

3. AEC734/10-Cooperationwith the (Wright)CommissiononGovernment Security - Approved.

Mr, Strauss requested that any files to be provided the Wright
Cammission be submitted for his review first. Mr. Libby asked
to see the Condon file befcre it is provided the group.

Draft Agreementswith Switzerland, Australiaand the Netherlands Mr. Hall said these wouldbeready forconsideration nextweek.

Hearings on the "Peace Ship it
Mr. Strauss reported on his discussion with the President about

these hearings and explained the position he had informed the
President AZC representatives would teke in testifying on the

"Peace Ship".

He requested that Admiral Rickover be informed

of this position.

Mr. Strauss said he would speak to Senator Magnuson on June 4
