This was something along the lines of the old EDC military concept. Mr. Cutler commented that such an idea as this could be considered in the context of subparegraph hhea ag now written. ' _y | Secretary Dulles said he hoped that the Fresident's idea, of having State, Defense and AEC get together on recommending means of facilitating an increased exchange of scientific militery information with our allies, would not be overlooked. Mr. Cutler said that the President's suggestion would go into the Record of Actions of the Council mesting. The Vice President also spoke of the timeliness of the President's proposal. (At this point the Secretary of State left the meeting. He wes replaced at the teble The President once agein emphesized his very strong belief in the desirability of pooling the scientific resources of the United States, the RATO powers, end other friendly countries. He likewise spoke contemptuously of General Groves!' exaggesreted regard for secrecy. The Vice President pointed out that the Fresident's old idea for the creation of an acedemy of sciences was not only being picked up again by the press, but was avparently being adopted by the Democrats. He thought that the opportunity to create such an acadeny was better at this moment than it had ever been before. Admiral Strauss pointed out that there wes currently coing on a meeting at Princeton of two teams of British and U. S. scientists, who hed been working on the problem of controlled thermonuclear reaction. There had been a scientific break-through on this very signif- icant problem, and there would presently be a joint announcement by the U. S. end British scientists, both of which groups hed been responsible for the break-through fhe [ational Security Council (Action on Item 1): a.
