ral Intelligence on the subject, with specific reference to
the French governmental crisis; West German reaction to Yugoslav recognition of East Germany; the forthcoming intelli-
gence review of the Yugoslav situation; the Khrushchev ap-
peal to the Europeen Socialist Perties; and the Turkish-
Syrien situation.

Hr. Dearborn briefed the Council on the contents of the reference Progress Report, and pointed out the difference of view between
wate end Defense es to the desirability of a seperate U. 5S. policy
statement on the Ryukyus, which Stete advocated and Defense rejected.
Secretery Snith commented that Secretary Dulles believed that if there
were a good working reletionship between State end Defense on rrobless
like this, there might not be any real need for a policy statement on
the Ryukyus setarate from the existing policy on Jepan. Accordingly,
Secretary Dulles wished to recozmuend that the matter of working reletions batreen Stete and Defense be investigated before the NSC acted
on the split of views on this point in the Progress Report.
