The purpose of this DOE and H&N trip to Enewetak and

§ikini is to discuss

with the Enewetak community the uncertainties of the DOE’s] Marshall Islands

program beyond FY 1987; to suggest that the DOI and Enewetak Iqpk for alternatives
to the DOE/H&N for food and agriculture; and to evaluate LLNLABARC progress at

Bikini in radiological assessment.

In P.L. 99-658 Congress approves and provides for U.S. interpretation of the
COFA. Congress directs the DOE and the DOI to submit a report fo the House and
Senate Committees on Appropriations each fiscal year that will detafl how funds were
spent during the previous fiscal year for the special medical cfre and logistical
support programs for Rongelap and Utirik and for the agriculture a#d food programs
for Enewetak and Bikini. The reports should also specify anticipated needs regarding
these programs. Congress states that these programs repres¢nt “special and
continuing moral commitments of the United States which will be afnually funded to
the extent of the need of the populations of such atolls for such dssistance."™
