Mr. Cutler briefed the Council at considerable length as
Secretary Dulles came into the Cabinet Room and replaced Mr. Reinhardt at the table. Mr. Cutler read in detail paragraphs 9-a, -b
and -c in the revised form proposed by the NSC Planning Board, as
follows:
