concerned. The fullest leeway was permitted Resident Engineers in
controlltigtheir projects

It developed an initiativeand interest in achievement which got
things done on time.
One essential feature of the constructionprogram las been
touched upon only by merest reference. An early requirement for a

first order triangulationnet to cover the test ccmstmction called
for an immediate solution. The services of Lt. Col. Daniel Kemedy,
Mgr. Res., of the Army Map Service were obtained to organize and direct
the nmpping and survey activities of the J1’F. Within a few slmrt weeke
Lt. Col. Kem~

completed negotiationswith the U. S. C. & G. S. for

the loan of a highly qualified field party. This group accompanied

the Joint Task Force Engineer to the site of operations on 1 December
1947, where, under the direction and control of Lt. Col. Kennedy,
they accomplishedthe preliminary constriction survey and finally the
first order triangulation.

of the Chief of Engineere, in addition to supervising the construction
of their eervice teet strictures,volunteered to set-up and operate a
central concrete control laboratory to serve all job requ$r~nts.
