The statement of key program assumptions set forth herein is

to be used as a planning guide by the Managers of Operations and other
Commiseion personnel in developing detailed obligational requirements

for the fiscal year 1951,

The program assumptions are designed to be a realistic

projection of the scope and level of major Commission activities in 1951 and

1952,

The stated assumptions, however, do not represent either final decisions

or the authorization of particular activities, projects or schedules,

correspond to those currently being used for operational planning as wall,
