=SPA nas analyzed the sorential hazards to individuals
in the general population resulting from present levels of

transuranic elements existing in the envirens 1/ of at least

one other location.
t exatined the variocs pathways into
the human body that radiation might take if expesure occurred
under present and projected land usages interpreted in light
of its proposed guidelines for exposure to transuranic ele-

ments.

EPA, however, has not been designated to technically

assess the Enewetak Atoll cleanup.

A radiochemistry field laboratory unde> the direction

of DCE has been established cn Enewetak Atc:i! to support the
radiological protection program and the plutonium soil analysis operations.
Representative soil samples are analyzed

by the laboratory for americium and olutoni-m concentration

Gata.

Documentation of soil concentrations is essential to

DOE's final certification cf the cadiolegic2l condition of

each island.
There was no guality control srogram by an independent laboratory verifying soil samples.
CONCLUSIONS AaND RECOMMENDATICN

Because of the importance of the radiological cleanup
of Enewetak Atoll te the people of Enewetax and the. United
States, the recent Bikiri situation, and the reccanized
uncertainties surrounding radiation levels that constitute

a hazard, we recommend that the Secretary of the interior

initiate an independent technical assessmerz of tne Enewetax
cleanus project.
DOI should initiate this estion, since
it has the ultimate resoonsisility for rehazilitation and
resettiement of the Enewetak people and musz hancie any
preplems thar may develop during the intervening time
before the TTPI Agreement encés.
This is evizent by the
recent Bixini incident where COI was responsibie for
the fundinsc and action plan to again resettlia the scecple.
