The DOD will manage-the clean-up utilizing DASA and JTF-8
and its existing organizationalrelationships with the AEC
including Contractor support.
The Director, DASA, has been
‘appointed as Project Manager.
b. -The AEC Contractor (Holmes & Narver, Inc.) will provide
~. . planning, engineering and technical staff support and labor

‘for clean-up, as well as camp support operations; CJTF-8
will exercise operational«control over the Contractor with
Contractor administration performed by the Manager, HAO,
for the Manager, NVOO.

The DOD and AEC will provide $300K each in FY-1969 for
the clean-up. AEC funds shall not exceed this amount in
total for the entire clean-up project. $700K will be forth-
coming in FY-1970 from the Department of the Interior.

The Bikini clean-up will not be permitted to significantly
interfere with maintenance of the test readiness posture.
NVOO Assignments. Within the AEC-DOD mission assignments
as expressed above, NVOOofficials are delegated the following
responsibilities in support of the clean-up program:

Manager, HAO (W. A. Bonnet): Designated as NVOO
Project Officer to work with the CJTF-8 and his designees
in the overall planning, estimating and execution of AEC's
participation in the program. Responsible directly to the
Manager, NVOO, for NVOO operational support activities
to CJTF-8 (construction, logistical, communications and
others as required) except in areas of radiological safety as
identified below.
Administers all functions of the Holmes &
Narver Pacific Test Division in support of the clean-up effc

AEC will be responsible for determining that radiological
health and safety requirements are met at the completion of
' this project and that safety plans are approved prior to the
beginning of field operations.
