Dear Mr. President:
a suggestion. I have received from him the enclosedletter
with a draft statement annexed.
I must confess I am somewhat disappointed that he
dees not seem to feel it is possible to go further with specific
proposals to limit testing.
Lewis is now in Vienna attending the meeting of the
International Atomic Energy Agency. He will in about ten
days be in London seeing Macmillan and Plowden. I do not
know that we can do much to advance the matter until then,
but you might want to send some kind of message to Lewis,
or ask me to do so,
