On 19 May 1959 General Starboard sent a lengthy letter to Major General
ene
Anderson, Commander of .TF7; and Rear Admiral! Parker, Chief of DASA that

was addressed to certain sections of the study for future test operations
belng worked out between these thtee gentlomen and their organizations
at that time.
As for the assumptions on types of testing, Starboard noted
that the attached list was the best idea of which types of testing would
have probabilities of being carrled out if we could return
to testing
and It was here that atmospheric tests got a very low probability from the
EL
AEC.
