I feel that we to cooperate with him to the I believe that your sugsestion that Dr. Macdonald and I write an informal memorandum before leaving the Islands is a wise one. f oresume that what you had in mind in this regard was an expression of the general medical status of the people, our impressions as to their complaints, and the validity of these complaints based on medical findings, I am conpletely in the dark as to what memorandum agreement was referred to dy Mr. Goding, which was supposed to be signed by Dr. Macdonald and myself, relating to our mutual understanding of how future medical surveys are to be conducted. There is only one memorandum which I recail signing with Dr. Macdonald. This memorandum (dated Nov. 17, 1960) pertains to agreements for the 1961 Rongelap medical survey only. The only other memorandum that might have been referred to was one written November 23,1959 by the Director of Public Health concerning plans for the 1960 examination only. This latter memorandum was “okayed" and initialed by Mr. Nucker, I am enclosing several copies of both of these memoranda for your use, I think that you will readily agree that they contain no future survey agreements,with the possible excention, of reducing the frequency of the whole body counts. 1182089 BEST COPY AVAILA BLE
