Also present were Mr. Fred C. Scribner, Jr., for the Secretary of the Treasury; the Attorney : General; the Director, Bureau of the Budget; the Chairman, Atomic . Energy Commission; the Federal Civil Defense Administrator; the Chairman, Council of Economic Advisers; the Chairman, Joint Chiefs of Staff; the Director of Central Intelligence; The Assistant to the President; the Deputy Assistant to the President; the Director, U. 8. Information Agency; the Special Assistants to the President for Disarmament, for Information Projects, for National Security Affairs, for Science and Technology, and for Security Operations Coordination; the White House Staff Secretary; Assistant Secretary of State Snith; Assistant Secretary of Defense Sprague; the Deputy Director, Burean of the Budget; Mr. Huntington Sheldon, Central Intelligence Agency; the Executive Secretary, NSC; and the Director, NS Secretariat. There follows a summary of the discussion at the meeting and the main points taken. 1. REPORT TO THE PRESIDENT BY THE SECURITY RESOURCES PANEL OF THE ODM SCIENCE ADVISORYCOMMITTER {Ns¢ Action No. 18i%; Nsc5724; Nsc 5724/1; NSC Action No. 1841) Mr. Cutler said that at last week's Council meeting he had presented an over-all review of Agency comments upon the recommendstions of the Gaither Panel Report. Today the procedure would be: (1) Consideration of agency comments on measures for passive defense of the civil population. ' (2) Consideration of agency comments on "Costs and Economic Consequences" of the proposed over-all programs.
