Memorandum to General Carroll:
The Administrator of Civil Defense has recommended that President
and Mrs, Eisenhower receive the Mayors and other municipal officials
who are to be invited to Washington for a White House conference.
The dates are tentatively set for December 14 and 15.

This recommendation was one of the details included in the broad
proposal which was submitted to Governor Adams and approved at least
in general terms by hin.
I have checked with Mrs, McCaffree concerning the calendar for
December U: and 15. Nothing 1s scheduled for the lth, but a Diplomatic dinner will be held on the 15th.
This does not require immediate attention from the viewpoint of Civil
Defense arrangements for the conference, but an early decision would
be desirable for various reasons,
fs you may recall, the White House Mayors Conference will be similar
to the thite House Governors Conference of last May. It is designed
to tie the Mayors closer to the Administration, particularly for the
purpose of promoting Civil Defense activities, and it will involve
a briefing for them by leading Administration officials, particularly
those concerned with security problems,
Governor Peterson also mentioned in the original memorandum that it
would be desirable to have the President open or close the Conference
much as he did for the Governors Conference.
