CREW QUALIFICATION
AND RELATED MATTERS
You will recall that our meeting in Germantown on March 29, 1979,
resulted in agreement that I would immediately undertake certain
actions, in addition to those already taken by PASO and H&N/PfD in
the procurement process, to provide reassurance and documentation
to all concerned that the R. V. Liktanur II was properly registered
with the U.S. Coast Guard and was being operated in a legal and safe
manner by a competent captain and crew who carried required Coast
Guard documentation attesting to that competence.
_Enclosure I describes the actions taken since our March 29 meeting.
The conclusion that I Nave drawn from this exhaustive exercise is
that DOE indeed does have what TI thought we had.
An excellent vessel for
our current mission with an entirely competent and qualified captain and
crew.
This conclusion, I might add, is reinforced by the splendid support
provided by the Liktanur II to the Enewetak Fission Products Survey and
the most recent DEL Bikini-Enyu nursery voyage.
I believe that we have now done everything that is reasonable to ensure
a legal, safe, properiy documented and efficient operation.
