Herewith is a copy of the so-called Pate-Palmer Weather Report
together with the comments of Dr. Alvin C. Graves, who was the
Scientific Director of Joint Task Force 132.
You will note that Dr. Graves has raised considerable objection

to certain parts of the report.

I concur in Dr. Graves' coments.

Since the report is controversial and does not have the approval

of the Commander, JTF-7, no distribution of the report will be made.

This copy is furnished for your information with request that no copies
or any further distribution be made.
Sincerely yours,
