Annex P to CJ?" SEVEN Operation Plan No. 3-53

BOAT PLAN
1.

Following is the allocation of responsibility for normal operation
of boats and harbor craft at ENIWETOK and BIKINI ATOLLS during the
operational phase of CATCLE:
a,

At BIKINI ATOLL.

As both CTG 7.3 and CTG 7.5 will provide large

scale boat pool service for multiple using agencies, overall control
of this activity by either task group coomander is not considered
feasible. Accordingly:
(1) A joint task force scheduling panel consisting of represen-

tatives from TG 7.3 and TG 7.5 will conduct boat pool operations di-

rectly under the supervision of CJTF SEVEN, who will have final responsibility for scheduling control and coordination.

(2) The scheduling panel will coordinate achedules.

The TG 7.2

member will dispatch Navy boats and the TG 7.5 mexber will dispatch
HEN boats to meet the requirements of using agencies. In order to
permit proper scheduling and maximum utilization of small craft,
using, agencies will be required to plan movement activities well in
advance and notify the scheduling panel. Normally, requirements
will be submitted to the scheduling panel prior to the day transportation is rsquired.

Omnibus and combined trips.sill be used when

practicable,

(3) During operations ashore, the scheduling panel will be located on ENINMAN ISLAND and when the task force goes afloat it will
be in the LSD.

(4) Prior to Shot #4 (ECHO), certain elements of the TG 7.5

boat pool may be redeployed to ENIWETOK ATOLL. Prior to Shot #7
(KOON), the remaining elements of the TG 7.5 boat pool will be rede-

* ployed to ENIWETOK ATOLL.

At _ENTWETCK ATOLL

(1) CTC 7.2 and CTG 7.5 will continue to operate their respec~
tive boat pools in accordance with existing procedures.

(2) Augmentation of TG 7.2 boat pool operations will be provided
by CTS 7.3 and CTC 7.5 if CJTF SEVEN determines that capacity popuelation on ENIWETOK ISLAND requires such augmentation.

All using agencies will coordinate in the establishment of a priority system for boat requirements and apply the system to thoir respective organizations.

A scheduling panel will be established at ENIWETOK ATOLL during the
ENIWETOK phase of the operation, if required.
During periods of evacuation, CJTF SEVEN will establish priorities
