(1) That no foreign press would be invited,
(2)
Domestic press would be invited to participate on a pooled
basis with the number of representatives Limited to: approxiL~
mately 16.
(3)
The Department of State will arrange, in addition to foreign
observers from the U.K. and Canada, for invitations to be
issued to one official observer only from each of approximately
hh foreign countries with which the U.S. has military agree-
ments.»

With respect to the foreign officials includedin (3) above, it is understood that these observers would be transported in a separate ship, that they
would be invited for the first shot in the test series and that such officials
would be expected to pay their own expenses to the port of embarkation,
