P. Morgan, PRAO, regarding necessary clearances to carry out the special oceanic research at Eniwetok and Bikini Atolls. Clearance for is not possible. "L" clearances for and are still pending as of the date of this letter. Hopefully, the "L" clearances for these three individuals will be obtained prior to departure of the R/V Palumbo from Honolulu. Any “uncleared" personnel on the Palumbo will have to remain on board whenever the Palumbo is in restricted zones in the Kwajalein-Eniwetok-Bikini area. Your request to go ashore to take samples on Runit Island has been discussed with the Division of Biomedical and Environmental Research, Headquarters, and with Nevada Operations Office. In view of the detailed survey of Runit Island to be conducted by Nevada Operations, the limited time the Palumbo can be in the area, plus Nevada Operations willingness to make available to you such information from its survey of Runit Island as you may need, it has been decided that sampling by the Palumbo in the vicinity of Runit Island is to be limited to offshore areas.
