BIOGRAPHY JAMES A. JOSEPH The Honorable James A. Joseph was appointed Under pecretary of the Interior by President Jimmy Carter on March 14, 1977, following unanimous confirmation by the United States Senate and President of Cummins Engine Foundation, he is the second highest ranking official in the Department of the Interior andj in the absence of the Secretary, serves as Secretary. The Department, with major responsibilities for the management of natural resources, the Administration of the American territories and Indian Affairs, has 70,000 employees. Born in Opelousas, Louisiana in 1935, Mr. Joseph earned degrees from Southern University and Yale, and served as Commander of a Medical Detachment in the U.S. Army, before going on to college teaching and administrative positions in Alabama and Cali- fornia. An author, lecturer, university trustee and ordained minister, he has also had considerable experience in the Middle Hast, Europe, Latin America and Africa.
