In 1974 he was assigned command of the Operational Test and
Evaluation Force, the Navy's sole independent command for
operational testing of new weapons systems--air, surface, subsurface.
He was promoted to Vice Admiral and assumed command of the
Defense Nuclear Agency on 1] April 1977.
Vice Admiral Monroe is married to the former Charlotte Anderson
of Knoxville,
Tennessee.
They have three
