Dear Bill:
I am preparing to write a letter to the Trust Territory to initiate
plans for the forthcoming survey.
This survey is tentatively planned for

the latter part of February and the first part of March.

There are 2 items that I think of at this time which I would like
your advice on.
First and foremost as you know the Micronesian Congress
has been upset about the Trust Territory using any of their budget to
support operations connected with results of testing and so on in
the islands.
Apparently they made a special point of recommending that

no Trust Territory

funds be used to support the AEC medical surveys.

I believe the Trust Territory is probably afraid not to comply with

their recommendation.

Of course their support only involved furnishing

support personnel (travel and per diem, perhaps salary).
I suppose if
we offered
to pay travel and per diem (not salary) for the Trust Territory

personnel, that would probably make them happy.
this?

What do you think about

If you should agree do you feel that there is enough money in

the kiddy to support this, say $2,000 as a guess, per year.

I believe

that we will probably only need to use 2 to 3 Trust territory medical
personnel on the next survey.
Secondly, Bill Streenan mentioned that he had made arrangements

for our use of the '"Militobi'’ during the next survey. Is this negotiation
entirely between you and KITCO or is it necessary that I request use of this
ship through the Trust Territory in my initiating letter referred to.

It would appear from the attitude of the Micronesians and the Trust
Territory that any compensation that will be paid to the Utirik people
will probably have to come from the AEC.
I realize this is probably not

your concern.

they will be more restless than ever and certainly hope that some form of
token payment can be made to them soon.
