Mr. Strauss said he believed the reasons for releasing the
information were sound, but that the matter first should have been
submitted to the Commission for review. Mr. Libby said there certainly
vas no intention of bypassing the Commission.

AEC Five Year Reactor Program
Mr. Fields said he would circulate to the Commissioners later
in the day a draft statement of the AEC's five year reactor progran.
He said he wished to obtain guidance from the Commission about the
program before the Congressional authorization hearings begin.

Access of BOB Officials to Stockpile Figures
Dudget Director Stans, Mr. Fields said, had requested that he
and Mr. Robert Merriam be granted access to the cumulative nuclear
weapons atocxp“ie cisures,in connection with their duties in reviewing
the AEC weapons budget. Mr. Fields added that Mr, Frederick Schultz
also believed he should have access to these figures, Mr. Strauss
suggested that the request be referred to the President for his
consideration, Mr. Fields pointed out that these officials are now
receiving the weapons production figures each year. Mr. Strauss said
that in this event, they already have a close approximation of the
cumulative stockpile figure and that he would withdraw his suggestion
that the matter be referred to the President.
The Commissioners then agreed that Messrs. Stans and Merriam should
be granted access to the cumulative weapons stockpile figures. The
Commissioners did not grant Mr. Schultz access to these figures.

AEC Reorganization Study
Mr. Fields said that the AEC Reorganization Study had now been
completed by the Assistant General Manager, Mr. Traynor, and Mr. John
Adams,
He suggested that the Commissioners spend tw> days away from
Washington reviewing and discussing the report and its recommendations.
The Commissioners concurred with this suggestion and Mr. Strauss
proposed that the Commission meet at the Quantico Marine Base. He
requested the Secretary to determine an appropriate date for these
meetings.*
